Project RED, Oregon’s largest nongovernmental naloxone distribution program, today announced philanthropic support from Boulder Care, a leader in virtual addiction medicine, and the Vitalogy Foundation, founded by Pearl Jam. The organizations are now Project RED’s two largest program supporters, enabling the overdose prevention initiative to continue operating through 2027 after severe public funding reductions threatened its future.

Launched in 2022 by the Alano Club of Portland, Project RED has distributed more than 70,000 doses of naloxone to individuals, businesses, and partner organizations across Oregon to-date, and an additional 35,000 nationally through activations with Pearl Jam and the Ohana Festival. Reductions to public funding in 2026 eliminated more than 75 percent of the program’s operating budget and placed statewide services at risk.

New support from Boulder Care and Vitalogy Foundation enables Project RED to expand statewide naloxone distribution, overdose response training, and partnerships with more than 200 community organizations across Oregon, including rural communities with limited access to healthcare services and addiction treatment. The program helps individuals, families, community organizations, healthcare providers, schools, recovery programs, businesses, and mutual aid groups prevent overdose deaths and connect people to resources, education, and care.

Put simply, without the support from Boulder Care and Vitalogy Foundation, Project RED as it currently exists, would not have been able to continue operating.”

The Vitalogy Foundation has been a longstanding champion of Project RED’s work through both philanthropy and community engagement. As a nonprofit partner at Eddie Vedder’s Ohana Festival, Project RED has helped expand overdose prevention education and naloxone access while connecting festivalgoers to practical ways they can save lives in their own communities.

In 2025, Project RED distributed more than 13,600 doses of naloxone statewide, including more than 5,600 doses sent directly to individuals through its partnership with NEXT Distro. Eighty-three percent of recipients reported having no other access to naloxone or overdose prevention supplies.

The program also provided overdose response education and training to more than 2,000 people and supplied more than 200 community-based organizations, businesses, healthcare providers, recovery programs, schools, and mutual aid groups.
